Windows 10 came bundled with a nifty new browser called Edge. Although it looks a little like Internet Explorer, it’s a huge improvement over the browser everyone loved to hate. That said, Windows 10 also came with Internet Explorer, mostly for legacy use.
If you’d like to disable it, here’s how.
1. Right click the Start icon and select Control Panel.
2. Click Programs.

3. Choose Programs & Features.
File download outcomes can also be affected by IE's security zone settings. Tools>Internet Options>Security tab, click 'Reset all zones to default'.
4. In the left sidebar, select Turn Windows features on or off.
5. Uncheck the box next to Internet Explorer 11.
6. Select Yes from the pop-up dialogue.
7. Press OK.

I was able to disable file download
popup in all popular browsers except Internet Explorer.

I thought this would do it, but I still get the popup:
Internet Explorer -> menu Tools ->Internet Options ->Security -> select zone (example: Internet) ->Security levels for this zone -> Custom level... ->Downloads ->File download ->Automatic prompting for file downloads -> Disable ->OK ->Yes ->OK.
I am not interested in automating the popup, I do not want it to appear.
The OS is Windows Server 2003, Internet Explorer 8.

I have solved this problem now. I hope the following information would help you:
Solution 1
Open Internet Explorer > Tools > Internet Options > Advanced > Security :
Clear the 'Do not save encrypted pages to disk'.
Solution 2
Open Internet Explorer > Tools > Internet Options > Security > Custom level > Download :
Select Disable for 'Automatic prompting for file download'.
Repeat this for all 4 zones.
Solution 3
Open My Computer > Tools > Folder Options > File Types > PDF > Advanced :
Clear the 'Confirm open after download'
